Assistant City Attorney, Section Supervisor The candidate will work in the Department of Law's Municipal Operations section. Will supervise and direct the activities of the Municipal Operations section within the City Attorney's Office and provide legal counsel and representation to City officers and employees. Provide appropriate input and/or direction to the staff attorneys on substantive and procedural law and ensuring Municipal Operations is meeting the needs of the client. Assist City agencies directly in addition to his/her supervisory responsibilities. Develop or modify work plans, methods and procedures, determine work priorities and develop work schedules to provide adequate staff coverage. Provide work instruction, coach, and assist employees with difficult and/or unusual assignments. Assign and distribute work, review work to ensure sound legal advice and accurate/sufficient documentation and return assignments with recommendations for proper completion. Conduct hiring interviews and select candidate(s) for job opening(s). Resolve problems and mediate conflicts encountered during daily operations and determine appropriate solutions. Provide and encourage regular communication, informing staff of relevant business issues and their impact on the organization. Develop the performance enhancement plan, document performance, provide performance feedback and formally evaluate the work of the employee. Provide reward and recognition for proper and efficient performance. Develop and implement training and development plans and opportunities for subordinate staff. Document causes for disciplinary action and initiate letters of reprimand and making formal recommendations for disciplinary action. Respond to formal and informal employee grievances and prepare written responses. Participate in planning and managing budget systems; prepare and present budget recommendations to higher management; operate within budget parameters; and adjust work plans/activities as a result of budget changes. Conduct legal research and review information related to cases or work assignments and draft, approve, and advocate for legislation, rules, and regulations. Provide City officers and employees with counsel, representation, advice and legal opinions. Prepare a variety of reports and attending a variety of meetings. Ensure compliance by legal staff with Code of Professional Responsibility. Litigate or participate in major complex cases and transactions. Perform other related duties as assigned or requested.
Qualification and Experience
The candidate should have graduated from college of law with attainment of a J.D. or an LL.B. degree. Must have 3+ years of experience of the type and at the level of Senior Attorney with experience in municipal law, transactional legal work, land use, state and local taxation and/or commercial litigation. Should preferably have 10+ years of experience practicing law. Supervisory experience including evaluating and disciplining employees is desired. Experience in leading and managing complex projects and processes to completion (review, develop and implement policies and procedures or reports) is an asset. Experience managing contracts: sourcing, vetting requests for proposals, selecting and managing a contract within budget is a plus. Experience preparing training materials and handling public sector litigation would be ideal. Should preferably have additional experience in some or all of the following areas: Municipal Law, Environmental Regulations and Compliance, Construction Contracts, Procurement, Government Contracting, Tax Law, Bankruptcy Law, Real Estate Law, Land Use, and Commercial Litigation. Must have admission by the Colorado Supreme Court to practice law in Colorado at time of application or license to practice law in another state meeting the Colorado Supreme Court reciprocity requirements.
