Regulatory Compliance Targeted Reviews Manager- Institutional/Retail Brokerage And Wealth Management The candidate safeguards the company by ensuring that all businesses abide by applicable rules, laws, regulations and internal policy as well as manage regulatory risks and meet compliance responsibilities. Serves as a second line of defense by providing independent oversight and coordination of business-based regulatory compliance risk management activities by working in conjunction with the groups/lines of business (LOBs) and other corporate risk management programs to help ensure proper execution of regulatory compliance and internal requirements. Partners with group/LOB risk and compliance functions as well as the other enterprise risk management programs to perform its oversight function effectively. As senior leader in the RCRM Compliance M&T team, will be responsible for developing, planning and performing risk-based reviews relevant to company’s Institutional and Brokerage businesses to evaluate the adequacy, comprehensiveness and effectiveness of the Institutional and Brokerage business compliance programs. This includes performing independent compliance monitoring and testing activities, end-to-end process and control reviews/assessments, and enterprise-wide reviews for key regulations. Additionally, will responsible for evaluating Institutional/Brokerage’s adherence to applicable internal policy requirements. Will be responsible for planning objectives and scope for multiple reviews reflecting a risk-based approach, as well as identifying issues, participating in determining corrective actions, writing and editing reports, and tracking timely corrective actions. Also be responsible for building and managing a team of subject matter experts with proficiencies in performing compliance program reviews and/or independent compliance monitoring and testing activities, compliance risk assessments, and a comprehensive understanding of effective compliance monitoring and testing programs, internal controls and other risk mitigation strategies. Report directly to the Regulatory Compliance Monitoring and Testing Manager for Institutional and Brokerage. Develop, plan and perform compliance review activities that independently evaluate the adequacy and effectiveness of critical end-to-end processes and controls relevant to bank’s Institutional and Brokerage businesses. Develop, plan and perform risk-based compliance review activities that independently evaluate the bank’s compliance with key regulations relevant to bank’s Institutional and Brokerage businesses. Periodically, or on an as-needed basis, evaluate Institutional/Brokerage/LOBs’ adherence to applicable internal policy requirements. Identify deficiencies and recommend solutions to complex issues. Work with Group/LOB compliance risk management teams to agree on corrective actions to strengthen monitoring and testing programs. Ensure identified deficiencies are promptly addressed and effectively resolved. Write reports or presentations that clearly articulate the results/conclusions of compliance review activities and communicate to key stakeholders across the company. Lead or assist in investigating and reporting issues, as needed, conducting inquires, obtaining and reviewing necessary documents and interviewing team members, as appropriate. Assist on compliance projects. Work collaboratively with internal and external stakeholders. Maintain an understanding of the RCRM Framework and the interconnectivity of its key components. Maintain an understanding of business operations and regulatory guidance/expectations. Anticipate changes in the internal and external environment and adapt the monitoring and testing program accordingly. Provide RCRM guidance during risk assessment processes and state of compliance reporting. Present results to the Chief Compliance Officer, Compliance Monitoring and Testing Director and other senior executives. As appropriate, assist with the development of training materials. Work collaboratively across groups/LOBs and with other risk management teams. Work with senior management, Law Department and other key constituencies to encourage, promote and enhance a culture that encourages ethical conduct and a commitment to compliance with applicable laws and regulations. Ensure proper and effective communication (including developing reporting) is in place. Develop effective working relationships will team members while distinguishing self as a leader.
Qualification and Experience
A CRCM certification; Bachelor’s, Master’s, or Law degree is preferred. Should have 10+ years of experience in compliance, operational risk, IT systems security, business process management or financial services, of which 5 years must include direct experience in compliance or operational risk management (includes audit, legal, credit risk, market risk, or the management of a process or business with accountability for compliance or operational risk). 5+ years of management experience is needed. Experience with overseeing projects/work flow across a global institution; Audit experience is preferred. Experience with a global financial institution or Big 4 accounting firm is desired. Must have 10 years of experience in Audit, Legal and/or Compliance Risk Management, including experience performing audit reviews and/or independent compliance monitoring and testing activities and compliance risk assessments. Experience in the Institutional/Brokerage and/or wealth management compliance/risk environment, including management experience is needed. Should have experience in multiple areas of regulatory compliance risk and risks related to the general banking and securities regulations of the OCC, FRB, SEC, FINRA and other federal, state and local regulations and laws. Must have computer skills in MS Office applications. Should have following ability: Ability to lead an effective team using personnel management techniques such as timely and clear communication of expectations, performance development plans and recognition practices; Ability to operate in a complex and matrixed environment; Ability to devise and drive effective approaches and centrally manage risks, where appropriate, in collaboration with the Groups/LOBs and support functions; Ability to discern risk and influence risk management practices; Ability to multi-task and meet deadlines despite competing priorities; Ability to build effective partnerships with multiple stakeholders at all levels within the organization; Ability to motivate at all levels.
