Budget Analyst, GS-0560-07/15 Duties: The candidate will be responsible for performing day-to-day control and management involving the formulation, execution, and/or analysis of the organization's budget and funding requirements. Will serve as the functional point of contact for day-to-day budget/financial issues. Perform budget formulation work involving review and preparation of budget estimates and financial plans. Perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds. Provide advice, assistance, and guidance on budgeting and related information and conduct analyses, reviews, and special studies of budget and/or related information. Use budgetary and other automated system(s) and computer-generated products in accomplishing budgeting/funding assignments. Plan, organize, and direct budget activities, ensuring organization complies with legal and regulatory requirements and meet unit equipment and specialized training needs.
Qualification and Experience
Qualifications: Specialized Experience for GS-07: The candidate must have 1 year of specialized experience equivalent to at least the GS-05 level. Examples: Analyzes and resolves routine problems, assists in preparing reports and briefings, participates in special initiatives, studies and projects. Specialized Experience for GS-09: The candidate must have 1 year of specialized experience equivalent to at least the GS-07 level. Examples: Compiles findings and makes recommendations for development and implementation of procedures for financial management and budgeting functions. Specialized Experience for GS-10: The candidate must have 1 year of specialized experience equivalent to at least the GS-09 level. Examples: A full range of analytical techniques such as cost-benefit analysis, ZBB, amortization, and pro-rating revenues and costs among customers, less frequent basis, utilizes other methods such as planning-programming-budgeting, PERT, management by objectives, decision theory, probability theory, linear programming, and inventory replacement theory. The work involves programs and funding are unstable and subject to reimbursable accounts, and/or transfer of funds between organizations. Specialized Experience for GS-11: The candidate must have 1 year of specialized experience equivalent to at least the GS-09 level. Examples: Reviews and approves/disapproves, modifying as necessary, budgetary actions. Specialized Experience for GS-12: The candidate must have 1 year of specialized experience equivalent to at least the GS-11 level. Specialized experience is experience which may have been gained while performing day-to-day control and management involving the formulation, execution and/or analysis of the organization's budget and funding requirements. Specialized Experience for GS-13: The candidate must have 1 year of specialized experience equivalent to at least the GS-12 level. Examples: Provide strategy and planning for assuring directorate resources maintain focus on customer requirements. Researches, learns, and applies a wide range of qualitative and/or quantitative methods to identify, access, analyze, and improve team effectiveness, efficiency, and work products. Specialized Experience for GS-14: The candidate must have 1 year of specialized experience equivalent to at least the GS-13 level. Examples: Establishes policies and procedures for establishing and maintaining the portfolio, finance systems, funds distribution and financial execution reviews and audits. Directs research to identify and analyze trends in the use of funds and evaluates the effects of continuing portfolio, organization and program changes in financial systems. Specialized Experience for GS-15: The candidate must have 1 year of specialized experience equivalent to at least the GS-14 level. Examples: Establishes policies and procedures for establishing and maintaining the portfolio, finance systems, funds distribution and financial execution reviews and audits. Directs research to identify and analyze trends in the use of funds and evaluates the effects of continuing portfolio, organization and program changes in financial systems. OR Education for GS-07: The candidate must have one full year of graduate level education or superior academic achievement, if related to the position being filled. Education for GS-09: The candidate must have a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a related field. Education for GS-10: The candidate must have Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the position been filled. GS-11: PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position being filled. OR Combination of Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total experience requirements. Only graduate education in excess of one full year of may be used to qualify. Knowledge, Skills and Abilities: Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks. Skill in gathering, assembling, and analyzing source of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data. Ability to analyze and evaluate program effectiveness problems, trends, and significant program accomplishments.
