District/Zone Fire Management Officer (DZFMO), GS-0301-09/11 Duties: Coordinates complex operations with cooperating agencies on incidents during all phases of the fire, fuels and aviation management planning on the district/zone. Coordinates the development of short-range and long-range strategies for emergency incidents. Directs safe initial attack and extended attack suppression actions. Reviews and evaluates fuels and fire management plans and prescriptions to achieve ecosystem and resource management objectives. Serves as a member of the district/zone Leadership Team, which is responsible for coordinating and development of overall long-range planning. Participates in the development, utilization and integration of district/zone resources to accomplish Forest targets. Develops and reviews fire prevention plans to meet short/long term objectives. Coordinates and administers the district/zone fire and fuels management program, annual and out-year budget, and program of work. May serve as COR and prepare contract specifications. Coordinates program activities with federal, state, tribal, and local government entities/agencies. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Develops work improvement plans, recommending personnel actions as necessary. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Performs wildfire suppression support as directed within training and physical capabilities and other duties as assigned.
Qualification and Experience
Qualification Requirements: For GS-9 Grade-level: 1 year of specialized experience equivalent to at least the GS-7 grade level; master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a position-related field of forestry or natural resources management; or an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Examples of specialized experience are: Assisting in coordinating and executing wildland fire suppression and prescribed burning operations for a district; developing specific plans for burning projects after analyzing fuels; and/or addressing a broad range of technical fire management problems, such as analyzing on-the-ground fuel conditions and weather. For GS-11 Grade-level: 1 year of specialized experience equivalent to at least to the GS-9 grade level; or three years of graduate level education or a doctorate in a position-related field of forestry or natural resources management; or combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university. Examples of specialized experience are: Managing or assisting with a component of a wildland and/or prescribed fire management program; developing, coordinating and implementing a partial fire program budget. Effectively managing and utilizing available dollars taking into consideration changing priorities; implementing agreements with cooperators. Maintaining relationships with entities external to the organization regarding fire management program issues; and/or assessing various fire management factors such as fuels, suppression capability, resistance to control, ignition probability, predicted rate of speed and flame height, and weather.
