Dispatch Center Manager, GS-0301-09/11 Duties: Will be responsible for overseeing all aspects of the dispatch center operations and may provide supervision to employees of the other agencies represented at the center. Maintains on-going communications and coordination with all area Federal, State, and local wildland fire management agencies. Coordinates emergency communications, and assist with the overall execution of activities of a dispatch center. Applies administrative and technical methods, practices, and procedures of fire suppression dispatching, as well as agency policies and programs, to execute complete conventional projects or oversee day-to-day operations. Ensures effectiveness and efficiency of costs, operations, productivity, systems, and communications. Supervises employees performing dispatch work at various grade levels. Responsible for the cost effective management of the center by controlling the expenditure of funds and maintaining necessary funding and property records. Responsible for the administration, integration, and oversight of the use of telecommunication equipment, computer based applications, and other related communications equipment. Performs wildfire suppression support as directed within training and physical and other duties as assigned. Duties listed are at the full performance level.
Qualification and Experience
Qualification Requirements: For GS-9 Grade-level: 1 year of specialized experience equivalent to at least the GS-7 grade level; master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a position-related field of forestry or natural resources management; or an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Examples of specialized experience are: Assisted in planning work objectives for the Dispatch Center and made adjustments to meet priorities. Assisted in providing information regarding the status and danger posed by wildland fires, air quality, and transportation disruptions to local governments and media outlets. Assisted in preparing and implementing fire management plans governing the supply and use of resources such as smokejumpers, food and supplies, and fire retardant. For GS-11 Grade-level: 1 year of specialized experience equivalent to at least to the GS-9 grade level; or three years of graduate level education or a doctorate in a position-related field of forestry or natural resources management. or combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university. Examples of specialized experience are: Planned work objectives for the Communication Center and made adjustments to meet priorities. Assisted in the development and maintenance of a variety of action/response guides and plans for multiple agency fire suppression efforts. Provided information regarding the status and danger posed by wildland fires, air quality, and transportation disruptions to local governments and media outlets. Prepared and implemented fire management plans governing the supply and use of resources such as smokejumpers, food and supplies, and fire retardant. Application Deadline: September 30, 2015.
