Deputy Commissioner - Consumer Protection [OIC3310] Duties: Reporting directly to the Chief Deputy Insurance Commissioner, this position provides leadership in setting and managing the Consumer Protection Division priorities and programs, including: planning, leading, organizing, and controlling the work performed by the division; developing and setting the strategic direction for the programs within the division; assisting in establishing regulatory policy for producers and other licensees; and enforcing laws relating to the conduct of producers and other licensees. Implement, manage and maintain the goals and objectives of the Commissioner as defined in the Strategic and business plans. Plan, lead, organize, and control the work performed by the division. Develop and set the strategic direction for the programs within the division by addressing competing priorities and responding to changes that affect the agency's strategic direction. Assist in setting regulatory policy for insurance producers and other licensees. Enforce laws relating to the conduct of insurance producers and other licensees. Formulate and analyze proposed legislation related to the division functions. Provide testimony before legislative and other public policy groups. Represent the agency with external stakeholders / licensees and the executive and legislative branch. Ensure that resources are obtained through the budget process to achieve division and agency priorities. Maintain the highest standards of personal / professional and ethical conduct. Enhance the effectiveness of employees through timely evaluation and professional development opportunities. Support the agency’s goals for a diverse workforce.

Qualification and Experience

Qualifications:
Successful experience modeling leadership and performance characteristics that promote professionalism, integrity, accountability and public service, and a cooperative, positive work environment required. Experience with managing political situations and understanding political climates or issues that require proactive and appropriate consultation to an organization or agency's top level executive (i.e., agency directors, commissioners, chief deputy commissioners, etc.) required. Experience applying critical thinking and collaboration to solve complex programs required. A Bachelor degree or higher in Public Administration, Business Administration, or a closely related field required. 5+ years of experience in a management position that includes the supervision of other managers required. Supervisory experience should include experience with groups of more than 10 staff members. A Juris Doctorate from an accredited law school or an advanced degree in business or public administration required. Direct experience of insurance industry with particular emphasis on consumer advocacy, compliance issues, insurance regulatory concepts, laws and regulations required. Familiarity with all lines of insurance, insurance company operations, insurance sales practices, insurance producer practices, insurance law and the regulatory responsibilities of the agency required.
